چکیده: (1963 مشاهده)

میراث‌فرهنگی، به‌ویژه در بافت‌های تاریخی دارای تنوع قومی و فرهنگی، در معرض تهدیدات نمادین، تهاجمات فراملی و چالش‌های ژئوپلیتیکی فزاینده قرار دارد. در چنین زمینه‌ای، سرمایۀ اجتماعی به‌مثابه ظرفیتی نرم، درون‌زا و انعطاف‌پذیر، می‌تواند نقشی بنیادین در تقویت پدافند نرم فرهنگی ایفاء نماید. بر این‌اساس، پژوهش حاضر با هدف طراحی چارچوبی مفهومی برای تبیین نقش سرمایۀ اجتماعی در پدافند نرم میراث‌فرهنگی ایران، در پی پاسخ به این پرسش اصلی که، سرمایۀ اجتماعی به چه صورت می‌تواند به‌عنوان عاملی راهبردی، در مواجهه با تهدیدات فراملی و تنش‌های منطقه‌ای، نقش‌آفرینی نماید؟ با رویکردی کیفی و مبتنی‌بر روش تحلیل مضمون انجام گرفت. داده‌ها از سه منبع اصلی شامل اسناد راهبردی (همچون: اسناد پدافند غیرعامل و مهندسی فرهنگی)، پیشینه‌های نظری منتخب، و مصاحبه‌های نیمه‌ساخت‌یافته با ۱۲تَن از خبرگان حوزه‌های میراث‌فرهنگی، جامعه‌شناسی، و مطالعات امنیت فرهنگی گردآوری‌ شده و با استفاده از نرم‌افزار MAXQDA تحلیل گردید. در روند تحلیل، از تکنیک مثلث‌سازی داده‌ها و ادغام لایه‌ای مفاهیم استفاده شد که حاصل آن، استخراج پنج مضمون اصلی در پیوند میان سرمایۀ اجتماعی و راهبردهای پدافندی بود. بر پایۀ این مضامین، چارچوبی مفهومی با ساختاری سه‌لایه شامل: «لایۀ اجتماعی»، «لایۀ هویتی-فرهنگی» و «لایۀ نهادی-راهبردی» طراحی گردید که هر یک بازتاب‌دهندۀ سازوکارهای مقاومت نرم در برابر تهدیدات فراملی می‌باشد. چارچوب نهایی، ضمن اتکاء بر بنیانی نظری و داده‌بنیاد، قابلیت به‌کارگیری در سیاست‌گذاری‌های فرهنگی، مدیریت مخاطرات غیرنظامی، و تدوین راهبردهای حفاظتی بومی در بافت‌های تاریخی کشور را داراست.
