میراثفرهنگی بهعنوان یکی از ارکان هویت ملی و حافظۀ تاریخی ملتها در شرایط بحرانهای انسانی و طبیعی همواره در معرض تهدیدهای جدی قرار دارد. جنگهای داخلی، اشغال نظامی، انقلابهای سیاسی، تروریسم و بلایای طبیعی ازجمله عواملی هستند که به تخریب، غارت یا نابودی آثار فرهنگی منجر میشوند. در اینمیان، تدوین راهبردهای حفاظتی چندلایه و بهرهگیری از ظرفیتهای بینالمللی برای صیانت از میراثفرهنگی ضرورتی انکارناپذیر است. کمیتۀ بینالمللی سپر آبی (Blue Shield International) براساس مفاد کنوانسیون ۱۹۵۴م. لاهه و پروتکلهای الحاقی آن از سال ۱۹۹۶م. با هدف حفاظت از میراثفرهنگی در شرایط بحران فعالیت میکند. این نهاد با همکاری سازمانهایی چون: یونسکو، ایکوم، ایکوموس، ایفلا و ایکا راهبردهایی در زمینۀ آموزش نیروهای نظامی، تدوین فهرستهای اضطراری، مستندسازی و مدیریت مخاطرات فرهنگی ارائه داده است؛ پرسش اصلی پژوهش آن است که، اقدامات کمیتۀ سپر آبی در شرایط جنگی چگونه بر تابآوری میراثفرهنگی تأثیر گذاشتهاند؟ فرضیۀ اصلی نیز بر این مبناست که تلفیق ظرفیتهای داخلی با همکاریهای بینالمللی، موجب افزایش اثربخشی حفاظت اضطراری در بحرانهای فرهنگی میشود. روش پژوهش بهصورت کیفی و تطبیقی بوده و با تحلیل اسناد معتبر، گزارشهای رسمی و مطالعات موردی در چهار کشور منتخب انجام شده است. یافتهها نشان میدهد که اثربخشی اقدامات کمیتۀ سپر آبی به عواملی چون: نوع تهدید، سطح آمادگی داخلی، میزان بهرهگیری از فناوری و همکاری بیننهادی بستگی دارد. تجربۀ اوکراین در استفاده از فناوریهای نوین، مصر در پیوند با نهادهای قضایی، و سوریه و عراق در مستندسازی و آموزش محلی، الگوهایی متنوع از حفاظت اضطراری ارائه کردهاند.
